Work was halted on the project in October 2022, when the city hit the property owner, listed as Lincoln 7078 LLC, with a stop–work order, saying that the owner did not have the proper demolition permit for some of the work already completed.
That issue was resolved but two years later, local developer Ken Weinstein attempted to take control of the property using Pa. Act 135, which allows courts to appoint conservators to rehabilitate neglected properties. Weinstein withdrew the case when he received assurances that the developer was moving ahead with construction.
The zoning permit from 2020 originally called for a five–story structure with 30 residential units, with commercial space.
